Omar Abdullah Announces Major Reforms in Constituency Development Fund Scheme

Srinagar, Wednesday: Chief Minister Omar Abdullah on Wednesday unveiled significant reforms in the Constituency Development Fund (CDF) Scheme aimed at enhancing flexibility, transparency, and responsiveness to local developmental needs.

Under the revised guidelines, the CDF has been realigned with the Members of Parliament Local Area Development Scheme (MPLADS), removing expenditure caps on key sectors such as power and solar energy. This move is expected to enable legislators to undertake a broader range of developmental works in their respective constituencies.

In a bid to make the scheme more inclusive, the Chief Minister also announced special provisions for families affected by natural calamities, as well as targeted support for tribal and Below Poverty Line (BPL) households. Furthermore, the revamped scheme includes grants for youth clubs and welfare institutions, aiming to foster community engagement and social development at the grassroots level.

“These reforms are designed to make the CDF more effective and people-centric, ensuring that resources are utilized where they are needed most,” Abdullah said while announcing the changes.

The new framework is expected to strengthen local governance and accelerate constituency-level development across the state.
