SRINAGAR, May 5: Chief Minister Omar Abdullah chaired a high-level meeting at the Civil Secretariat on Monday, urging government departments to accelerate implementation of the state’s budget proposals and focus on delivering measurable results in governance and development over the coming six months.

The meeting signaled the official shift of administrative operations to Srinagar for the summer, following a six-month tenure in Jammu. Abdullah highlighted the need for governance to reach beyond bureaucratic confines. “Effective administration should not be limited to the walls of the Civil Secretariat,” he said, encouraging departments to prioritize on-ground project execution and ease public hardships.

He emphasized that the onus of implementing the budget passed in March rests with the government, and assured regular review meetings with concerned departments and agencies to monitor progress. With a limited working season in certain regions, particularly in winter zones, the Chief Minister urged timely utilization of budget allocations and efficient execution of the District Capex plan.

A detailed review of department-wise performance will soon be conducted in collaboration with the Chief Secretary, Finance Secretary, and other senior officials to identify and resolve delays in project implementation. Departments including Power, Roads and Buildings (R&B), Public Health Engineering (PHE), Health, and Social Welfare have been directed to speed up their pace of work.

Abdullah also briefed the officials on his recent interaction with Prime Minister Narendra Modi, stating that the Centre remains committed to ensuring that recent security challenges, such as the Pahalgam attack, do not disrupt governance or development efforts. He called on officials to facilitate a smooth Amarnath Yatra and provide full support to the tourism sector, which has been impacted by recent events.
